Abstract :

This research attempts to analyze and explicate the impact of the Australia-headed asylum seekers’ stopover towards the non-traditional security threat in Indonesia during 2009 until 2012, and then investigate some factors that influence the non-traditional security threat accordingly. The background of this study is the correlation between the increase of the number of Australia-headed asylum seekers during the last three years and the escalation of the transnational crimes occurred in Indonesia caused by the asylum seekers. By employing the formula of the occurrence of non-traditional security threat proposed by Lani Kass, this research analyzes the causes of the occurrence of non-traditional security threat. Subsequently, asylum seekers as Clandestine Transnational Actors (CTA) is the synthesis of Peter Andreas’ theory about threat from non-state actors affecting the increase of non-traditional security threat. The hypothesis offered in this research is that the stopover of Australia-headed asylum seekers to Indonesia has the effect on the escalation of non-traditional security threat to Indonesia. This is explicated through the first premise of the hypothesis that is the existence of accesses and pathways in the outer islands of Indonesia which enable the illegal entry of asylum seekers unnoticed by immigration officers on guard or patrol. And then the second premise of this research hypothesis is that the incapability of Indonesia to thoroughly handle the problem of asylum seekers leads to the increase of transnational crime in Indonesia. This research focuses on four prominent transnational crimes in Indonesia namely drug dealing, human trafficking, human smuggling and terrorism.
