Abstract :
Post-Cold War brought significant changes to Mongolia. Transition to democracy requires Mongolia to formulate a foreign policy that is capable to covering the state's interests and keeping a good relationship with its giant neighbor countries, China and Russia. Third neighbor foreign policy comes as an answer to Mongolia on the new challenges it faces. The third neighbor foreign policy is an independent foreign policy, multipilar, and not allied with any party. The formulation of these policies considering the interest of Mongolia which is consistent and growing with its neighboring countries, as well as other countries that are third neighbor major partners of Mongolia such as the United States of America, in an effort to offset the threats that coming from neighboring countries, especially China. As a landlocked country, located between China and Russia, applying that foreign policy is a chalenge and hope for Mongolia who do not want to repeat the history by becoming subordinate to one of its neighbors. By analyzing the reasons of Mongolia through the Balance of Threat theory, the author hypothesize that as a country, Mongolia is weak vis-à-vis with China that conduct its third neighbor foreign politicy by counterbalance the influence of the Chinese threat through a hedging strategy with the United States of America.
