Abstract :
United Nations Population and Fund is a United Nations agency that was established on 1969. This organization engaged in the field of population with three mandates; reproductive health, gender equality, and population and development strategies, which also aims to help countries that require assistance related to population problems. UNFPA has assisted China since 1979 when China began to implement a controversial population policy called one child policy. UNFPA’s assistance to Tiongkok continued until 1991 when UNFPA has declared itself as the first international institution to raise the issue of gender inequality in this country. This problem was due to the one child policy exacerbates gender sex selection phenomenon that has long existed in the country. The main indication of gender sex selection is the gap in the number of sex ratio at birth (SRB) which is far from the normal rate. In this thesis, the dysfunction experienced by UNFPA is approached through the international dysfunctional organization theory. The material dimension is related to the weak political bureaucracy of UNFPA and the Tiongkok power conversion of the UNFPA. The cultural dimension is related to the UNFPA bureaucratic culture that does not comply with Tiongkok’s society characteristics.
