Abstract :
This paper starts from the phenomenon of crime threat Piracy in the Malacca Strait since 2005 declared by JWC - a multilateral institution for marine insurance - as one spot in the world of international piracy. The reappearance of Piracy in the 2010-2014 discussed in this study after it was decreased significantly in the period 2005-2008. Researchers tried to analyze the factors of appearance Piracy in the Malacca Strait in this period that have a different orientation with the emergence of piracy in the previous period. Piracy in the period 2010-2014 have ties in the TOC network. The increase was also influenced by regional phenomena that occurred in the same year. MSP which was formed in 2004 is a multilateral agreement among the coastal States in response to the growth and development of the threat of Piracy in the Malacca Strait. The division between the Littoral States and the legitimacy of the State in the waterway Users add to the dynamics of the relationship MSP implementation. In addition, the emergence of Rohingya cases and disputes that occurred in the Malacca Strait, which is the border areas of Indonesia, Singapore, and Malaysia, bring a regional polemic that support the development of a conducive opportunity for piracy activities in the period 2010-2014. From this study it can be concluded that the hypothesis of Piracy phenomenon that occurred in the 2010-2014 Regional Malacca Strait have been tested.
