Abstract :

EU - China  Information  Society  Project  (ECISP)  is  a  collaborative  project between  European  Union  and  China  in  the  field  of  information  society.  Thepurpose  of  the  project  is  to  assist  the  government  of  China  to  maximize efficiency and effectiveness in the process of China’s e-government. In contrastto  other  countries in  development  cooperation,  this  project  works  through dialogue, training, and conduct a pilot project in China with the best practicescarried  out  by  the  European  Union.  China  has  developed  e-government initiatives  since  the  establishment  of  the  Golden  Project  in  1993  but  the  egovernment  of  China  still  economy  oriented.  The  development  of  e government in China has limitations in providing services to citizens becauseof  barriers  such  as  regulation,  technology,  and  administration.  This  study describes how ECISP influence on the development of e-government of Chinausing  the  e-government  development  stages  of  the  Gartner  report  stage: presence, interaction, transaction, and transformation. Through these phases,the level of e-government development of China and the influence of ECISP can be identified.
