Abstract :

This research discusses about the causes of the mediation process between Thailand government and people of Pattani through assistance that given by Malaysian government, Indonesian government, and several other international organization in 2005 until 2013 that did not have a significant impact and the sustainability are not clear. There are already some dialog process at the beginning and also acted as the initial phase of mediation process between the two parties in the dispute with the help of a third party. The conceptual framework that used by author are concern with mediation and negosiation according to I. William Zartman and Guy Olivier Faure, as well as  the importance of ethics and trust or confidence in mediation by Hugo Slim. From this conceptual framework, there is an answer that any dialogue process is deadlocked because of their structural problems and lack of trust by the Thailand government and the rebels to third parties. The author came to a conclusion that the mediation process undertaken by the government of Thailand to the people of Pattani in 2005 until 2013 are always deadlocked because of the absence of representatives of the two warring parties, their inability to deal in influencing the attitude of one of the parties in the conflict, as well as the existence of a condition which can not be given or granted as an agreement mediation process. On the other hand, the author found that both parties in the dispute is likely to have distrust on third parties to facilitate the process of dialogue. It became one of the driving factors that causing any dialogue process faced failure.
