Abstract :

ABSTRACT Avian Influenza has been endemic in many countries in the world. Since 2005 to December 2012, Indonesia had reached 192 cases with 160 deaths. The early detection is very crucial to preventing the spread of this case. This study was aimed to evaluate the implementation of Avian Influenza cases detection in the working region of Port Health Office Class III Sampit according to IHR (2005). This research uses observational descriptive methods. The components input, process and output were analyzed by qualitative methods. The available data collected by in-depth interview and document. Subject of this research were boarding crew and head of subdivision quarantine control and epidemiological surveillance. The results showed a lack of human resources in the implementation to detection Avian Influenza case. It also showed a lack of facilities and infrastructure to support discovery of Avian Influenza case such as isolation rooms, Health Quarantine Clearance Quarantina Speed Boad, Health Quarantine Evacuation, Personal Protective Infectious Diseases, diagnostic test and simply laboratorium. They were not always doing the physical examination of the boarding crew. Recording and reporting has been implemented well as a monthly reports via Port Health Management Information System and Performance Accountability Report of Government Institution as annual reports. To achieve a good implementation of Avian Influenza case detection program, Port Health Office Class III Sampit is suggested to increase the number of human resources and their competencies by technically training and always doing the physical examination of the boarding crew as an effort to early detection of Avian Influenza case on board.   Keywords: avian influenza, evaluation, IHR, port health office
