Abstract :
Indonesia’s position in non-permanent membership of United Nations SecurityCouncil (UNSC) in 2007-2008 was strategic. This position was crucial duringIran’s nuclear installation development. Problem occured when Iran refused to reportits nuclear program to International Atomic Energy Agency (IAEA). Resolution1737/2006 by UNSC is an early warning for Iran and economic limitations.Iran’s uncooperative behavior eventually ignite economic restriction in Resolution1747/2007 that is approved by Indonesia. However, the next decision by UNSC,that is Resolution 1803/2008, was voted abstain by Indonesia. In examining Indonesia’schange of policy, the writer use group decision-making analysis focusingon concentric circles of the actors who influence the final decision-making leader,the president of Indonesia, Susilo Bambang Yudhoyono (SBY).
