Abstract :
Emergence of the terms “Food Sovereignty” is due to food issues that become too crucial in various countries in the year of 90’s, then La Via Campesina came out become the international organization of farmer’s struggle and also as the originator of food sovereignty organization on 1996 in the World Food Summit (WSF) congress in Roma. Food Stabilitation In Indonesia has existed since the Dutch colonial era or the Japanese colonial era but have different names and so is on the new order era, the concept of food stabilitation has already known from the massive agriculture indentification program. In this case, food stabilitation is important to be run in Indonesia in order to minimalized the poverty and hunger level in Indonesia by the procurement and distribution of rice program from Perum BULOG. The methodology used by researchers is descriptive qualitative research method where the data gathered by doing observation, deep interveiw, and documentation.Regarding the determination of the informants the writer use the purposive sampling and snowball sampling method. qualitative analysis with the data reduction step, data presentation and conclsion.The conclusion that the writer get from this research is the performace of ”Perum BULOG” considered good enough, it is seen from the target acheivement from year to year has been met and even exceed the formulated target. So that we can conclude that the performance of “Perum BULOG” seen from several research aspects considered well enough but not with the facility resources and their human resources / employees.
