Abstract :

The government regarded PP no. 8 in 2003 was not adequate as a reference to compile and control the organization of regional apparatus in handling all of the government’s affair. Therefore, PP no. 41 in 2007 was being published. This new government regulation was expected to give clear guidance for the regions in organizing their affairs in accordance with the requirement and their respective regional capacity. However, during the implementation, this PP (Peraturan Pemerintah, or government regulation) was going very slow. Some problems emerged from various dimensions, such as from the internal culture and values within the organization, complicated structure, and unhealthy environment that developed within the organization. The subjectivity of the Regional Chief as the determining executioner of the institutional personnel also took part in the non-transparant and unprofessional recruitment, so that it was against the principal of good governance. The Millenium Development Goals (MDG) of the City Government had been required to accommodate all of the needs of the people, including the need to have effective, efficient, accomodative and accountable public service and city apparatus; so that the 8 goals of MDG can be achieved in 2015. Many of the internal and external pressures did not necessarily mean that there was no way out to the problems. Aside from PP No. 41/2007, the application of 10 principals of good governance and the application of meritocracy system in the process of personnel selection was anticipated to be the strategy in organizing good regional apparatus.
