Abstract :

There are many complains regarding the performance of government bureaucracy in Indonesia, so that people are unenthusiastic when they had to deal with the government bureaucracy. This condition causes the people to take a short cut, to get the service they want. There are limitation of the bureaucracy ability to absorb information. On the other hand, the people are eager to receive decent public service. They also demand that considerable change should be happening within the performance of government bureaucracy, especially in giving the service to the people
