Abstract :
It is expected that, through 2004 general election, women may express their political ability in making decision contains women's aspiration and interests along with political representative councils (DPR/DPRD). This is in line with the development of civil critical capability in understanding their rights and responsibilities that can be measured through civil knowledge, civic skills and civic disposination. It reaches its climax when there is a national agreement on 30% quota for women in legislative council (as written in UU no 12, 2003). This affirmative action supports gender equality movement, although it is only a small part of a lng process to accomplish gender equality in Indonesia's politics. Factors that marginalised women in politics are law substance unfairness (including religious law), culture-based unfairness as well as state and community's system's.
