Abstract :

Various studies had shown that the life of coastal communities, especially families of fishers wererelated to the problem of poverty and socio-economic disparities. This study aimed to map theroot causes of poverty, assess the problematic situation faced and survival mechanisms developedby the poor fisher families after the fuel price increase. This research also aimed to formulate themodel and the strategy of empowering coastal communities and accelerating poverty reductionprogram for the families of poor fishermen in East Java province. This research was conducted atfour coastal areas--Tuban, Sampang, Trenggalek, and Probolinggo. The study found that whenfuel prices went up, followed by the increased production costs for operations at the sea, thefishers’ benefits decreased, while the competitors increased in number. Sooner or later they hadcapital erosion. Their savings that could be used as reserve capital and operational costs keptdecreasing slowly in order to meet the needs of daily life that continued to increase. There weretwo ways to improve the living standards and to provide opportunities for the poor fishers. First,was to encourage a shift in the status of traditional fishers into modern fishers. Second, theymight be using "traditional" means but facilitate them to be more empowered and to have theability to buffer the economy, and to be flexible enough to overcome the pressure of economiccrisis.
