Abstract :

The seriousness of the government in changing itself to be more receptive to the aspiration of itspeople needed to be analysed. This paper focuses on the endowing of spaces of citizens’participation in the making of regional budget planning (APBD) policy. The policy making ofAPBD was chosen because it had a relation with resources allocation and represents the successparameter of local government works. In the perspective of democracy, the policy making ofAPBD should be done participatively. Did the process of APBD policy making in SlemanRegency in the year of 2006 enable the citizen to get involved widely and significantly? Therewere two villages chosen for sampels—the Sinduadi and Tegaltirto, and two subdistricts—theMlati and Berbah. The results showed that the law and regulations had created spaces for citizeninvolvement in policy making process. However the involvement model arranged by SEB MenegPPN and Mendagri 0295/M.PPN/I/2005, 050/166/SJ was confusing, so that it brought negativeeffect for the citizen involvement. Although the innovation of development planning at thelocal level could be a solution for giving the chance for citizen to participate, but it couldbe concluded that the central government did not seem to be serious in developing a clearand unequivocal planning model.
