Abstract :

The prolonged monetary crisis in Indonesia has caused child labour in this country still exist. Even worse, the number of child labours was still in millions. Besides the absolute addition of child labour numbers, another two consequences caused by the crisis were: First, the crisis lead the children, who dominantly worked for their family, being forced out of their family and worked as labourers. Second, the crisis also lead to the additional working hours for child labours. Specifically, these were some issues examined in this research: 1) How was the overview of exploitation and discrimination of girl labourers who worked in a tobacco plantation? 2) What were the factors that made the girl labourers survived in tobacco plantation sector? 3) What was the proper strategy and right community empowerment model to alleviate girl labourers from tobacco plantation sector? The descriptive data were from child labourers working in the plantations. There were 60 girls being interviewed. The data obtained in this study came from two types of data--primary and secondary data. This research found that, the plantation owners hired underage girl labourers because they were more diligent. Second, the main reason the underage girls working in the plantations was due to economy factor. Third, the marginal and bargaining position of exploited girl labourers in relations of production was low, for example: receiving low wages, different treatment compared to adult labourers, and in some cases, sexual harassment. Fourth, the empowerment strategy of child labourers was supposed to be embodied within four pillars: girl labourers, family, local community, and government.
