Abstract :

This research aims to understand the conflict and problem solver by using cultural of law approach (politic, law, culture) holistically in conflict vulnerable society. On one side, cultural approach is based on local habits–custom. On the other hand, the way of solving the problem can also based on habits, customs of religion, political convention, or even the previous habits. Therefore, cultural resolution has complex dimension, and each of the options have to be related to social situation and specific history. The specific aim of this research is as an input formulation for government’s policy in solving conflicts. Results of this research indicate that in most agrarian conflicts the citizens used the meaning of law broadly. They do not consider the law as a constitution. In socio-anthropology, law may refers to customary law, religious conviction, etc. In cases of conflicts in Alastlogo and Petung Ombo—both in Blitar Regency, the citizens generally used historical arguments as the base of legitimate ownership of their land. In conclusion, the citizens’ act was based on the ownership of the land by their ancestors. In most agrarian disputes, the military claimed the land that had been owned communally
