Abstract :
Management-based School (MBS) program has been applied by the government is in fact an effort to implement education autonomy that regulated in UU no 21, 2003. Yet, a pilot project of this program shows the spirit of automony is not revealed. There are constraits: strong patriarchal culture, weak work spirit as well as low participation and aspiration of community toward education. Other constraints are government's less preparation of education autonomy including in giving budget in executing the program.
