Abstract :

There were obstacles of party institutionalization reviewed from systemness dimension in electoral activities of PPPand PKB Sampang in legislative election 2009. Indepth interview from informantsof PPP and PKB candidates showedthat party systemness obstacles in candidates fi ltering activities, mass raising, campaigning and candidacy funding aremore socio-cultural than institutional. This phenomena was strengthen with tendency in both party, that they will usekiai persona connections, kinship or pesantren connections for benefi t of the candidacy than using party organizationconnections. Candidacy based on socio-cultural connections confi rmed that party systemness was undeveloped. In thecontrary, what happened was cultural candidacy by using persona linkages or kinship for benefi t of the candidate.
