Abstract :

Forest has a very complex function so that if the existing problems was not solved with good will cause other problems bigger.During the study, the authors found that the construction of the existing policy in Jombang has its drawbacks. Dichotomizedstatus of forest resources, the state forest and community forest resulted in forest resource management planning in Jombangwas not well integrated. Egosectoral between bureaucracy forest resource managers often accompanied by a collision occursat the level of political laws and regulations. That is why we need a new construction on forest resource management policiesthat exist in local government. Formulation of appropriate policies are absolutely necessary for the function of forest continuesto run well. Formulating forest resource management policies should at least pay attention to the dynamics of ecological, socialand political. Also in the formulation also requires a new institutional form that the Regional Forestry Board (RFB) whichcontains representatives of all stakeholders. (RFB) itself should have a communication function, coordination and conflictresolution so that policies made more effective management and are accommodating to the interests of stakeholders.
