Abstract :

One of the problems that surfaced in the local development planning process at this time was had means community participation by government as a form of empowerment, but it was only meant as a way to get over the legality of the government's development policies. It can be seen from far Musrenbang, where the main issue is how difficult it is to make sure the public proposal to be accommodated in the budget. In addition to the Local Government and Parliament often escape socialized society upon which proposals are accommodated in the budget or not. Presumably aspect of accountability is not a top priority in local development planning process in Indonesia. This study seeks to measure how much influence public participation (contains 5 variable) in the local development planning accountability, which is the locus of Jombang. The sample of respondents is a participant Musrenbang Jombang district level numbering 80 people, followed by interviews with several informants to dig deeper once and to confirm the results of the questionnaire. The result , there are positive influence on the community participation and accountability of local development planning in Jombang, with a correlation coefficient of 0.823. Variable of community participation which has strong influence is Deciding Together, Acting Together and Supporting. Accountability aspects measured include Legal and Honest Accountability, Program Accountability, Procces Accountability and Policy Accountability.
