Abstract :

Public Private Partnership (PPP) or better known in Indonesia by the term Public Private Partnership (PPP) increasingly becomethe choice in the provision of infrastructure and public services in Indonesia. Huge gap between the availability of thebudget with the needs of the budget was the main reason the PPP to be excellent in Indonesia. However there are problems thatarise due to the concept of PPP has not put the community as one of the stakeholders involved. So it is not uncommon PPPpolicy opposition from the public. Dinoyo revitalization of traditional markets that are the object of partnership between theCity Government of Malang and PT.The image of the Ivory Asritama also opposition from the public, especially the traditionalmarket traders Dinoyo. As a group that is very close to the traditional market Dinoyo activity should be a strong reason for thetraders involved in the formulation of policy. But not so to the merchants through P3DKM move independently to gather supportfrom various NGOs, CBOs, Student Organizations, and the State Agency.Furthermore, this study used a qualitative research method. The technique of determining the informant by using purposive anduse of interview data collection techniques and documentation. The results of the research that has been done is (1) a partnershipbetween the City Government of Malang and PT. The image of the Ivory Asritama more elitist; (2) the position of the traditionalmarket traders in partnership Dinoyo City Government of Malang and PT Citra Ivory Asritama is involved directly andindirectly. (3) the value of the exchanged exchanged between the City Government of Malang, PT Citra Ivory Asritama, andDinoyo traditional market traders in traditional markets Dinoyo revitalization policy is exchange include intrinsic and extrinsic.
