Abstract :

The regulatory policy of registration and distribution of agricultural pesticides is under control of Ministry of Agriculture. Consequently, policies on use of pesticides tend to benefit agricultural sector and sacrifice other parties. The objective of this study was to discover health impact of pesticide use during the green revolution by estimating the economic value of health forgone associated with the use of insecticides and determining the optimal use of insecticides in rice production. The study utilized the national data on rice production and agro-chemical input use during the green revolution, and adopted health cost functions estimated by previous researchers. The basic economic concept of optimalisation in public choice was employed in this study. The results of the study showed that the economic value of health forgone was extremely high. This high value could be expressed as great number of victims of insecticide-poisoned farmers. The policy implication was that it was important for the government to coordinate between Ministry of Health and Agriculture to deal with the case of pesticide regulation.
