Effort to increase the organizational performance effectiveness based on organizational culture (study at the surabaya hajj hospital, surabaya a.yani islamic hospital and surabaya al irsyad hospital)

Abstract :
Based on the Bed Occupancy Rate (BOR) data from 2001 to 2005, it was noted that the performance of the Surabaya Hajj Hospital, Surabaya A.Yani Islamic Hospital and Surabaya Al Irsyad Hospital was not yet effective. There were lots of causes to produce ineffective organizational performance; one of them was organizational culture. The purpose of this research was to compile recommendations to increase organizational performance effectiveness based on organization culture at Surabaya Hajj Hospital (SHH), Surabaya A.Yani Islamic Hospital (SIH) and Surabaya Al Irsyad Hospital (SAIH) using Hofstede culture dimensions. This was an observational research, done cross sectional with survey approach. The measurement of culture dimensions revealed that each unit had different culture, while the result of unit performance measurement was divided into effective or ineffective category. After that, the mapping of dominant culture in organization –with effective performance- was used as a guidance to build organization culture of those with ineffective accomplishments. The recommendation given is to build a process-oriented culture at the ICU unit of SIH and at the SAIH radiology unit; to build an employee- oriented culture at the radiology unit of SAIH; to build a culture of professionalism at the outpatient unit of SIH and the physiotherapy unit SIH and SAIH; to build an open-system culture at the SIH physiotherapy unit; to build a loose-controlled culture at the SHH radiology unit and at the physiotherapy units of both SIH and SAIH; and to build a tight- controlled culture at the emergency unit of SIH and the radiology unit of SHH. Suggestion items are: 1) The Unit Head should invite his unit members to form a strong commitment, and repeatedly remind the consented commitment through formal or informal interaction within the working unit, 2) It is important to change Unit Heads’ paradigm and improve their knowledge pertaining to the culture they want to build. While suggestions for follow-up research are: 1) to develop the Hofstede culture instrument, 2) to do further research about culture contradiction in one organization
