Abstract :
The internalization policy of hospital liquid waste that was implemented in an ad hoc way with the end-of-pipe technology by the Waste Water Treatment Plant (WWTP) has raised an empirical evidence in the form of complaints from surrounding neighbors, with no complaints from civitas hospitalia (hospital community) resulting to an internalization paradox. This paradox has put the WWTP policy in a status quo. This study aims to define the analysis result of WWTP policy status quo (content, process and output) and the response of civitas hospitalia. This was a descriptive analytic study in a policy analysis frame. The substance contained an implementation of environmental health policy conducted at four hospitals in Yogyakarta Province with respondents taken by purposive sampling method. Hazard and risk assessments analysis was guided by the Occupational Health and Safety Assessment Series (OHSAS )18001. The result evaluation showed that potential hazard on WWTP was high, especially on the first pond, the equalization and the sludge. The WWTP risk level was indicated substantial. Conclusion: building WWTP as hospital liquid waste policy implementation is hazardous with substantial risk level.
