Abstract :
Abstract The development of the informal sector especially street vendors in surabaya saw growth very fast, this growth may cause damage to city planning, function of road, a reduction in pedestrian and caused traffic jam. To overcome the city planning, traders who corrupts the city government surabaya having specialized courses in handle it. Methods used in this research is qualitative, qualitative methods inorder to reveal the election clearly government programs and extent goverment program influence the socio-economic life of the street vendors. Election center of street vendors Karah due to center of the street vendors is the largest in surabaya. The sentra is built on lands 1092 m² can accomodate 68 street vendors. Research in the city of surabaya about street vendors use the framework form John Cross, Cross says that an attempt to overcome the problem is formalizing, variable used in this research adheres to model of developmentstreet vendors of caruniamulya firdausy, the model namely the development of a merchant by partnership of goverment.goverment role in the development of a merchant is as : 1. The provider of the caipatl 2.granted business permit efforts 3. The development potential of a merchant. Conclusions of the research at the karah is formalizing as a goverment program got positive response from traders, construction of the grinting of a business license to increase business income trader, while variable capital Surabaya City government providers have yet to provide capital in the effort of business development. Acces to finance is currently limited from kending individulals and koperas karah makmur, so expect the government to provide assintance to facilitate the business development of finance trader.
