Abstract :
Kegiatan pengolahan limbah oleh pabrik di Mojokerto diikuti dengan hadirnya konflik yang berkepanjangan. Konflik dipicu akibat adanya penimbunan limbah yang kemudian menciptakan perbedaan pendapat antara warga dan pihak pabrik sehingga memicu tuntutan oleh warga. Penelitian ini menjelaskan proses terjadinya konflik sosial serta upaya penyelesaian konflik. Penelitian ini menggunakan pendekatan kualitatif, dengan jenis penelitian deskriptif-kualitatif. Metode pengumpulan data dilalukan dengan wawancara dan studi pustaka. Wawancara dilakukan dengan warga Desa Lakardowo, Karyawan PT. PRIA, dan LSM Ecoton. Teori yang digunakan adalah teori konflik oleh Louis Coser. Hasil penelitian menunjukkan bahwa proses terjadinya konflik diawali dengan adanya penimbunan limbah yang dilakukan oleh pabrik PRIA yang kemudian memicu adanya disintegerasi masyarakat. Perbedaan kepentingan menjadi pemicu terpecahnya masyarakat menjadi pro dan kontra terhadap PT. PRIA. Disisi lain dampak positif dari konflik dengan menguatnya solidaritas warga Lakardowo yang mengatasnamakan Pandowo Bangkit. Pemerintah sebagai pihak ketiga pihak ketiga penyelesai konflik dianggap tidak mampu memberikan resolusi konflik sehingga konflik masih berkepanjangan. ABSTRACT Waste processing activity by a factory in Mojokerto is followed by the presence of prolonged conflicts. Conflicts are triggered by the accumulation of wastes which then arise difference of opinions between the citizens and the factory so it triggers the demands by the citizens. This research explains the process of social conflicts and conflict resolution efforts. This study uses a qualitative approach. Data collection is done by interview and literature study. This study is use theory conflict by Louis A. Coser. The result shows that the process of the occurrence of conflicts begins with the accumulation of waste made by PRIA factory, which then triggers disintegration of community. Different agenda becomes the trigger of the split society into pros and cons. On the other hand, the positive impact from the conflicts is the strong solidarity of Lakardowo citizens on behalf of Pandowo Bangkit. Goverment as the third party of conflict resolver is considered unable to provide conflict resolution so that conflict is still prolonged.
