A critique of democratic peace theory

Abstract :

Tulisan ini mengkritisi teori normatif yang menyatakan (1) bahwa negara-negara demokrasi yang meyakini dan menjalankan lembaga-lembaga dan nilai-nilai demokrasi cenderung mengurangi motivasi untuk berperang, (2) bahwa perang tidak pernah atau jarang terjadi antarnegara demokratis, dan (3) bahwa perang banyak terjadi antarnegara bukan demokratis, atau antara negara demokratis dengan negara tidak demokratis. Pendapat normatif itu tidak mampu meyakinkan penstudi hubungan internasional, karena teori itu dibangun atas dasar (1) definisi demokrasi yang masih kontroversial dan tidak cukup jelas, (2) data empirik yang terbatas dan tidak akurat, dan (3) ketidaktegasan hubungan sebab-akibat antara demokrasi dan perang.
