Abstract :
Empowerment is the keyword that is considered capable of dealing with problems of development in Indonesia. The issue of empowerment is often used by the authority as a symbol of caring, charity programs, social responsibility and alignments to the public. This study aimed to describe empowerment in the village during political movement, which was declared to alleviate poverty. This research used a qualitative descriptive research method. The results showed that empowerment was just an act of affirmation formality and symbolism for the sake of political and mass mobilization in seizing power. Empowerment was used as a populist program without comprehensive and deep consideration of the needs assessment and policy analysis process. Empowerment program on behalf of various alignments to the public, especially rural communities often did not reach on poverty alleviation issues in the society.
