Abstract :

Indonesian is a state of archipelago, consist of 17.500 big and smaal islands. The small islands, in fact, have a big development potential, as they are a supporting acosystem with high productivity. Yet, there are not well-development. In the area of regional autonomy, it is necessary to apply a new policy in order to develop them. A direction (mechanism, and management) in appliying this is available. There are three appoaches to be used for strategy and policy and develop small islands including their authorities and ecosystem that fit in with lokal condotions.
