Abstract :
This research is based on the following ideas: First, in the for mulation of pubic policy it isnecessary to take the orientation and interest of all actors who are involved as stakeholders of the policy intoconsideration. Second, the fact that there are bargaining position differences between actors, it is necessaryto interface the orientation mechanism between actors in order to prevent interest domination of one actortoward the other. Third, participative public policy is a paradigm which has to be fight for and could bematerialized by intensive orientation int eraction process. It means that actors may be able to shift the attitudeand orientation patterns, as a form of accommodation between involving actors. The conclusions of thisresearch are: First, the phase of public policy formulation, especially the prob lem defining and agendasetting phases, is the most important phase to identify and to understand which actors are interacting, and toknow their interests and orientations in the policy formulation. Second, the synthesis or resultant of thepublic’s interest should be communicated to determine the character of the formulated public policy. Third,accommodation and participation qualities of all formulation processes would influence the participation andaccommodation in the public policy implementation ph ase. Fourth, in a macro scale, the orientation of theactors in the public policy formulation strongly influences the formulation and implementation process of thepublic policy.
