Abstract :

Indonesian reform in 1998 brought Indonesia National Police (Polri) into its reform. Established by TAP MPR RI No.6/2000 on separation Polri and TNI, TAP MPR RI No. 7/2000, and was strengthen with UU No.2/2002.  In 2005, Head of INP issued SKEP No. 737/2005 (then revised by Peraturan Kapolri No.7/2008) on Community Policing (Polmas) which is followed by technical guidance. Since then, Polmas becomes a role model for the INP. Unlike militaristic approach, Polmas treats citizens as subject and equal partner, which applied principals of participation, transparency, democracy, and accountability.  Focus of this article is how Polmas implemented through FKPM and COP, and is to explain the relationship between the INP member and the citizens in Polmas and its consequences.  Using Jurgen Habermas Communicative Action Theory, this article analyzed Polmas which was conducted by Forum Kemitraan Polisi Masyarakat (FKPM) and Community Oriented Policing (COP) in Surabaya. The analysis leads us to a conclusion that the relation between the INP member and the citizens is still covered by subject-object relationship with the INP domination on the citizens, shown by establishment process of FKPM and implementations on field.  Impacts of this are the public sphere that should be democratic, participatory, and free from fear, instead, ruled by hierarchy, violent behavior, and exploitation. In Habermas perspective, it clearly shows there is colonization on way of life.  In other way, COP draws a bottom up and participatory processes.
