Abstract :
Rural Poverty Eradication Project (P2KP) stage II is nont effective enough. It is caused not only by Area Management Consultant, Provincial Regional Manager; Central Management Consultant, Project Management Unit of the Departement of Settlement and Infrastructure, Directorate General of Housing and Settlement performance that are less professional. Its cultural value orientation, socioeconomic background affect its perfomance, though conceptually, P2KP is good as it has a long learning process. Power domination becomes a mental constrain for the work of P2KP. Those abovementioned parties do not cooperate with central, provincial and regional governments, that is why there are barriers to implement the program.
