Abstract :
There are issues concerning the decrease of political role of DPD (Regional Representative Council). As people’s council representing regional political interests, DPD has an authority to propose legal drafts before the DPR (House of Representative). This is a consequence of bicameral system adopted from 2004 election. In political reality, the implementation of constitutional rights of DPD tends to be minimized into adviser in the decision making process. At the same time, DPR has become more powerful and tends to alienate DPD from law making processes. Due to the marginalized power, most of DPD members proposed the initiative to change the amendment of 1945 constitution
