Abstract :

This article describe labours protest as a part of social and political control to the local government concerning the implementation of regional labour wages. Protest and opposition of labours with longmarch actions could not lead it as a social movement because of lack of objective conditions such as organisation , strategy, leadership and ideological system as bases of a social movement. Their actions reflection of a social protest or mass action without socialisation of ideology and strategy. Beside, their actions tend to promote how to fullfill the basic needs or “wages” as central issue of protest rather than maintain the ideology of social change
