Abstract :
This article does not intended to differentiate Human Resources Development for Human Resources Management. It focuses more on Human Resources Development as a study along with discussion of essential elements. It includes the brief history of HRD, its definitionand meaning, its relations to HRM, its function and process framework. HRD programs, including the evaluation stages, implemented in Indonesia are not generally designed based on normative rules. Therefore, it is time for related parties to rethink and restore the quality of HRD training design and implementation.
