Abstract :

The government realized that the migrant labor sending could add the amount of foreign exchange obtained from migrant labors’ remittance. Based on Bank Indonesia’s information, the amount of remittance sent to home increased greatly in 2005. The purposes of the research were to analyze whether the process of migrant labor sending coming from Bangkalan and Sampang involved women trafficking elements, and to analyze the rules on such sending as well as to get an appropriate legal protection in order to avoid the prevalence of women trafficking. The results showed that the migrant labors from Bangkalan and Sampang experienced violence, threat, deception, mistreatment, slavery committed by their employers during their work abroad. Such things had even been undergone during the pre-departure and post-departure processes and indicated human trafficking activities. The laws on migrant workers should be given a comprehensive attention by all sides. The local government can avoid migrant worker-related problems by making policies and activity programs in the sending areas. In terms of management, the government should form local task force units which involve the government, community, and non-governmental organizations whose duty is to deal with human trafficking victims. In relation to migrant labor sending, it is hoped that the government proactively handle migrant labor cases that occur frequently abroad.
