From traditional birth attendants to midwives: health development of mother and children in surabaya 1950-1980

Abstract :
Pelayanan kesehatan di Surabaya telah dilakukan jauh sebelum terjadinya modernisasi dalam dunia kesehatan pada masa kolonial Belanda. Tulisan ini bertujuan membahas perubahan pelayanan kesehatan di Kota Surabaya pada tahun 1950-1980. Dengan menggunakan metode historis, penelitian ini menunjukkan bahwa seiring dengan modernisasi dalam dunia kesehatan, pelayanan kesehatan ibu dan anak ditangani secara profesional oleh bidan yang secara formal mendapat pendidikan kesehatan sebagai tenaga medis untuk kesehatan ibu dan anak. Pelayanan modern tersebut ditujukan lebih kepada orang-orang Eropa. Setelah masa revolusi, terjadi perubahan pada layanan kesehatan tanpa menghilangkan secara signifikan pelayanan kesehatan ibu dan anak. Tradisi lama masih digunakan bersamaan dengan pembaharuan pelayanan kesehatan. Sasaran pelayanan juga lebih menyentuh berbagai lapisan masyarakat. Proses peralihan pelayanan kesehatan ibu dan anak dari dukun bayi ke bidan dilakukan dengan membentuk kerjasama antara dukun bayi dan bidan, yang kemudian memunculkan dukun bayi yang bersertifikat. Selain itu, peran pemerintah yang sangat besar untuk mengubah pandangan dari pelayanan tradisional ke pelayanan modern diwujudkan dengan kerjasama dengan pihak penyandang dana kesehatan dunia maupun dengan lembaga swasta.Kata kunci: bidan, dukun bayi, ibu dan anak, pelayanan kesehatanAbstractHealth services in Surabaya had existed before the modernization in the world of health in the Dutch colonial period. This article aims to discuss changes to health services in the city of Surabaya from 1950 to 1980. By using historical method, this study showed that along with the modernization in the world of health, maternal and child health services were handled professionally by midwives who formally received health education in maternal and child health. Modern services were generally directed to European people. After the revolution, there was a change in health services but it did not significantly affect maternal and child health services. Old tradition was still being used in conjunction with the renewal of health services. The services were also enjoyed by people from diverse backgrounds. The process of transition of maternal and child health services from traditional birth attendants(TBAs) was conducted through the cooperation between TBAs and midwives. This cooperation later created certified TBAs. In addition, the government took part in the health service tranformation by cooperating with the world health funding bodies and private institutions.Keywords: health care, midwife, mother and child, traditional birth attendants (TBA)
