Abstract :
School library is very important entity in order to support learning-teaching activity. As an information source, school library should act as an agent of change. School library has important role as an information gatekeeper for their school that able to select and evaluate all information. School library also has big influence on the school quality. This paper anlyzes the headmaster policy to the exsistence of the school library in the junior high school in Tulungagung. The result shows all headmasters agree that school library is very important. Furthermore, it is stated that they fund the library facilities and hire librarians. The headmasters also encourage the students and teachers to use library resources. However, some obstacles occur during the library development are limited funding, reading habbit, goverment policy, and limited library operating hour.
