Abstract :
The development of telecommunication and information infrastructures in the remote area as part of UniversalService Obligation program has enabled its inhabitant to have equal opportunity to participate in theglobal communication. This study focused on how rural people used information and communication technology.Quantitative and qualitative methods were selected to describe the internet usage in the remote areas in East Java.Quantitative research method was used to describe variables in numerical data while qualitative research methodwas used to give narrative description. The result showed that there was a digital divide among the users ofinformation and communication technology, with male users being more dominant than female. Besides, internet,innovation program was mostly used by students and young people. The introduction of internet in the rural areashad given the people access to the information and communication and had become a means of learning theinternet. The utilization of communication and information facilities, however, had not been optimized.
