Abstract :

This research attempts to understand the disaster management focusing on people participation in disaster relief. Thus, people are not just simply a victim/object of disasters but also as a perpetrator of the disaster. People based programs implemented due to the people as a party affected by the disaster, must be empowered with adequate knowledge and skills, so it is capable to be handling the disaster impact and risk reduction effort. But the program is rarely or never even involving women as victims of natural disasters. The impact is precisely women victims who suffer the most when catastrophic floods. When there are disasters such as floods in Lamongan and Bojonegoro, women always in second place in gain favor.The purpose of this research as an input formulation model of mitigation strategies and development management of natural disasters based upon women interests in flood prone area of the survivor people in East Java. The data of this research obtained from observation and indepth interview with community leaders of the mitigation strategy. The Results in this research indicated that the establishment of a Survivor community where women who has a range of knowledge, culture, experience and credibility was never involved in flood disaster mitigation in finding some of the things they need a priority such as water, food, settlement and health for their families. Community survivors are very important to enable them to formulate solution to re stablish its territory. It is caused by the floods by involving women is passed or neglected since it is considered not important. Survivor community formed for women in the community and national level is essential if the form of the recovery is a response to the women needs and associated with.
