Abstract :

Within intellectual discourse, local autonomy and desentralisation of democratic process and political participation contribution is still debatable. Research conducted in East Java, East Kalimantan, and East Nusa Tenggara shows a correlation between autonomy policy implementation and level of society's political participation. Yet, high level of political participation is only an elite phenomena and is not a grass root one. Groups that actively involved in local political process is limited to the inner circle of the party, social religious organization's activist and NGO's. Unfortunely, political participation developed is mostly in an unconventional forms such as demonstartion, even tend to be anarchic.
