Abstract :

Women have a strategic role in the development and management of marine resources. In Kampung Laut, women had vital role in helping the family economy. The main subject of this research was the women in the fishing society. Informants were chosen using snowball sampling. Data were collected using interview, observation and documentation. Collected data were analyzed by collecting them systematically, taking notes, sorting, editing, classifying, reduction, presenting, and concluding them. The results of this study indicated a range of issues and problems of social, economic and cultural rights relating to compliance by the family economy and the constraints under which women's empowerment programs ever undertaken. It was important to anticipate the subsequent empowerment program In accordance to the theoretical stages of empowerment, a variety of information was important to be developed as models of women's empowerment in the Kampung Laut fishing village. The model was composed of participatory, cross-sector, and partnership-based; and it graduall led to the independence of those women.
