Abstract :

This article describes the approach to the phenomenon of poverty, especially in thecontext of structural poverty experienced by poor households in the city of Surabaya.Using the phenomenological approach, the number of poor families living in poor areasin the city of Surabaya is described by their subjective understanding who the actor whoplayed in their social structure, what resources are available in their social structure,and as a productive working relationship within their social structure.
