Abstract :

The nature of international relations has been rapidly changed due to the simultaneously development of its actors and the use of ICT, and the the dynamic changes of agendas of international relations. These changes has also sidelined the significance of state-led conventional diplomacy as a main tool of foreign policy. In responding to this, a model of public diplomacy is widely developed as an alternative in many countries including in Indonesia. It is chosen because public diplomacy is concerned with the effective influence of soft power and it is also less expensive compared to conventional diplomacy. The main question raised in this article is that how has public diplomacy been conducted and what role has it played in foreign policy?
