Abstract :

This paper assumes that the basic principle of social early warning system is how to proactively detect, monitor, analyses and manipulate the seed of conflict as early as possible. This paper is based on in depth interview to several prominent residences, religious leaders, head of districts, villages, and several related institution leaders in the East Java Province. This paper shows that there are four points to be considered in the social early warning system development program. First, to determine who could be the person to relate and to detect early possibility of social panic in the society. Second, to determine and offer the form and kinds of outlet for the society. Third, to register the result of monitoring. Fourth, to overcome possibilities at the lowest level at the local community. Fifth, to follow up the previous strategies that had been developed before. In many cases sometimes social panic in the society becomes wildly developed like a snow ball, that becomes bigger and bigger, so that it could not be easily overcome at the village or local community level.
