This paper starts from the problem about the difference in response between the countries victims of comfort women, especially South Korea and Indonesia in support of the struggle of women victims of comfort women against the Japanese government. So that becomes problematic is that these two countries is a country of victims comfort women during World War II, which was in 1910-1945 for South Korea and 1942-1945 for Indonesia. But when the comfort women case began to unfold in the international community, there is a difference settlement efforts between South Korea and Indonesia to Japan. The Indonesian government tend to be passive in solving the comfort women issue and receive funding Asian Women's Fund without rejection. In contrast, with South Korea that denial and protest as well as very assertive in urging Japan to give an official apology and provide accountability for victims comfort women in South Korea. This study proves that the reason there is a difference of these responses because Indonesia has a relationship of interdependence with Japan for a long time. While South Korea has a conflictual relationship with Japan as a result of the trauma of occupation and the emotional bond that is not harmonious, other than that there is a very high economic dispute between Japan and South Korea. By reviewing non-material aspects such as history and emotional attachment, and material aspects, namely economic interactions between each country in the context of bilateral relations, the issue of differences in response to South Korea and Indonesia in solving the problems of the Japanese comfort women may be missed.
