Abstract :
Civil Service plays an important role in order to achieve good governance. However, in reality there are still many shortcomings conducted by the Civil Service, especially with regard to discipline. Discipline is an important factor in the success of an organization. Therefore, the Indonesian government to make the Government Regulation No. 53 of 2010 on the Civil Service Discipline with the aim of reducing violations of discipline to improve employee performance. This study aims to describe the implementation of Government Regulation No. 53 of 2010 on Civil Service Discipline in Blitar District Education Office as well as provide an explanation of the factors that affect the implementation. This study used a qualitative descriptive type that describes the implementation of Government Regulation No. 53 of 2010 on Civil Service Discipline. Determination of informants using purposive sampling method. In the study of theory using the theory of implementation of Edward III, the factors that influence the implementation of policies, such as communication, disposition, resources, and organizational structure. The results of this study indicate that the implementation of Government Regulation No. 53 of 2010 conducted by the Department of Education Blitar development stages and stage covers the legal process, but there is still the disadvantage that at this stage of development. While the factors that affect the implementation, the Department of Education Blitar hampered the communication and resources factor as this will inhibit the development phase of Government Regulation No. 53 of 2010 on Civil Service Discipline in Blitar District Education Office.
