Abstract :
This study contains an analysis of investment decision of multinational oil and gas company Shell which chose 2005 the as year of commencement of the massive business expansion of the Shell in Indonesia. It could be considered as a massive expansion because of since 2005 Shell has always sought to develop its business with the addition of units and negotiate with governments and other businesses to explore different business sectors. This contrasts with the Shell's business development in other Southeast Asian countries such as Thailand, Singapore and Malaysia because of Shell's entry into these countries' oil & gas industry has happened in quite a long time so it already has an established position. The author uses analysis model of foreign investment and its relation to the calculation of return of company's investment. Both relations bring up systemic and non-systemic political risks from the host country as the external factors that influence the formulation of the decision regarding Shell's investment in Indonesia. Based on the findings of the research results, it can be concluded that Shell chose 2005 as the influx of investment in Indonesia based on a change of orientation in the development of Indonesia's oil and gas industry. The reform Era gives birth to regulations and frameworks that opens opportunities for Shell's investment and liberalisation in the areas of prices and oil & gas trading. Competition among business actors can also be more competitive with the status of Pertamina which acts as a contractor, just like Shell. The stability of the Government as well as the existence of accountability also provides security for the business assets of the of multinational enterprises. Shell adapts to these dynamics through investments in downstream sector as its first step into the oil and gas industry in Indonesia. Shell also take advantage of the instruments of Netherlands' diplomacy, as the home country of the Shell, to be able to launch the development of the company's business units. This is important because if we look at the history of bilateral relationship of both business assets, Shell has always been the object of government's negative action everytime there is a conflict between the two countries. With the improved quality of relationships, Shell's uncertainty level of asset values and investment can be minimised.
