Abstract :
Germany had long been involved in international peace and security enforcement, including the fought against terrorism. In response to global terrorism measures, the German government had actively participated in supporting US-led counter-terrorism efforts to provide military assistance. The German government had also agreed to send troops in support of US-led global counter-terrorism operations. However, in September 2014, the German government made the controversial decision not to participate in air strikes conducted by the US-led coalition that hit the Islamic state of Iraq and Syria in Iraq but chose to provide weapons and military training to the Kurdish Peshmerga guerrillas in Iraq. In this study, the authors used the national role concept described by Holsti. Then the authors found an interesting fact that military aid by Germany to the Kurdish Peshmergas in the fight against ISIS in Iraq in 2014, aim to improve strategic success which include success in terms of military, political, economic and diplomatic relations. This search was interesting because the Germans prefered to send weapons and aid military training to Kurdish Peshmerga fighters in Iraq than join the US air strikes to crack down on ISIS in Iraq. In addition, German policy had been controversial because of the actions Germany sends weapons to the Kurdish Peshmergas in Iraq was the first time that Germany sends weapons to conflict zones to parties outside NATO member countries and member of Axis.This research were explicit and explained the cause of the implementation of Germany foreign policy who send weapons and military training to the Kurds Peshmerga in Iraq.
