Abstract :

ASEAN Tourism Strategic Plan 2011-2015, as a strategy that contains principles, direction, and tourism standart for all member countries. Indonesia as a member country, in developing its tourism sector refers to ATSP 2011-2015, trough Strategic Plan of Tourism Development by Ministry of Tourism and Creative Economy (Kemenparekraf). Establish Labuan Bajo as one of the National Development Strategy Areas and as a Province included in the  Travel Patern. Labuan Bajo entered as one of the 10 priority areas promoted by Indonesia to increase in the entry foreign anf local tourist. This is motivated by the Local Government of Labuan Bajo in its Strategic Plan based on Ministry of Tourism and Creative Economy strategic plan, which then makes the Local Government strategic Plan of  Labuan Bajo adopt to strategy and ATSP direction. This study examines how the implementation of ATSP 2011-2015 conducted by the Local Government of Labuan Bajo. Thorough the theories of effevtiveness and Compliance in the international regime. It was found that through the Policy in Ministry of Tourism and Creative Economy strategic plan and the Labuan Bajo Government which was applied by the Labuan Bajo Local Government, showed the Indonesia Compliance on the direction of ATSP strategy in tourism development in Labuan Bajo.
